Rowntree won the seat with 1173 (59%) of the overall votes. Despite his win, the Conservatives still regain an overall majority in Norfolk with 55 seats - Labour have 17, winning "target seats" from the Greens.
Speaking to the BBC, Rowntree revealed that his "music side was on hold".
"Blur are not doing anything this year as a band. We tend to do things when something interesting comes along," he added. "No one else from Blur is running for county council but you never know. We are an unpredictable lot."
